Charles is an extremely powerful telepath. What, ask you, are his abilities?
from the app:
Charles is a mutant, a human with what's later known in his timeline as the X Factor or X Gene, giving him extraordinary abilities. His mutation allows him telepathy, with the assumed secondary mutation of empathy.
Telepathy is the ability to speak to and control minds. Charles can use this to hear thoughts, respond to a mind or several minds, take control of a mind and use it to see or move the victim's body freely, freeze a series of bodies in a radius and do any number of mind-related things. The possibilities of his ability are seemingly endless. He can tap into a person's mind and "borrow" their language, for example, but it's assumed that he doesn't immediately learn the language - it's more like he's got a superfast internet connection, using it to ask the other person's mind how to say something in their language, and receiving an immediate and correct (as far as the mind in question knows) answer. If someone thinks something is spelled or said a certain way, he'll receive that answer, regardless of whether or not the word is actually correct.
These abilities do not work on animals, past perhaps the ability to read whatever they're thinking.
Empathy is the ability to sense, identify and feel the emotions of the people around oneself. When using his ability, Charles usually picks up whatever emotions are attached to the thoughts or memories, and this can often manifest in his reaction to something. When helping Erik see a memory he'd forgotten, he ends up shedding a tear automatically, moved to sorrow by the reaction of his friend and the weight of the memory. Assumedly, this could branch out to other moments and reactions; he's told Erik that he's "felt what you felt", having gone through his thoughts and memories before. He's generally a level-headed sort, even with this, and though it could be a major drawback if not handled carefully, Charles seems to be able to sort out what the emotion and thought is and what his own emotion and opinion is on the same subject.

SO then:
THINGS I WILL ASK FOR PERMISSION FOR ON A DAY-TO-DAY BASIS:
also known as "shit you don't need to fill a post out for!"
-TRICKS OF THE MIND: if ever he needs/wants to make your character see something else/believe something else, I'll make sure to ask first. Depending on the situation it's very likely it'll be different for every character involved!
-CONTROL: This is such a godmodey thing that I'll have to ask beforehand in order to even feel okay doing it. XD
-FREEZE: See CONTROL.
if I manage to think of other weird things, I'll be sure to clear them with you, first.
these are all things he won't be able to do on a day-to-day basis. he won't be able to talk to a lot of people at once, only a few nearby. he won't be able to hear anyone on the other side of the facility, etc etc. when he does do tricks of the mind, it'll seriously fuck with his head in a way it normally wouldn't, causing nosebleeds and eventually making him pass out. until he goes to the 3rd whatever, then it's all fair game (but natch I'll still clear it with you).
THINGS I'D LIKE TO HAVE MASS-PERMITTED:
also known as "dude can hear you thinking about his fine ass".
-EMPATHY: Can he read/feel your character's emotions, regardless of what the emotion they're showing on their face is?
-TELEPATHY PROPER: Can he hear their thoughts? This can range from "no, please" to "only what they project" to "yes, everything, everything my darling!" That means "can he talk to your character in their mind", "can he hear things they're thinking", etc etc.
BONUS ROUND:
also known as "shit he can still do but not as easily as before".
-HISTORY/MEMORIES: He'll likely flutter through memories of people he meets if he gets curious/bored. Would you like him to not, for whatever reason? Or would you like to have certain memories he doesn't access/can't access? Or maybe you don't care/want him to see it all! Just let me know. :3 For the most part he won't be able to go too deeply on a whim anymore (thanks, Val) but he'll be able to if you want him to.
AN EXTREMELY IMPORTANT NOTE:
He's got his own set of boundaries! It's pretty much a given that he won't constantly be in anyone's head at any given time, so there isn't any need to worry!
ANOTHER EXTREMELY IMPORTANT NOTE:
When I do mental speaking, it'll be [In the brackets and in italics. Bold means there's an emphasis on the word.] If you'd like him to hear something specifically, make sure you note it in your tag~!
A THIRD IMPORTANT NOTE:
At fifty percent, he's still pretty thought-heary, but he can't do it past 50 ft of himself (as opposed to god knows how far away). He can't do his tricks thing without serious backlash, and while he can float through thoughts and things he has a harder time going deeper into a mind without a lot of concentration. He's also incapable of doing most of his fancier things, like freezing people, controlling people, or changing mass amounts of memories (one or two would backlash, just as the tricks would); he can't speak to more than five people at a time simultaneously anymore, and they all have to be close. These are his boundaries. (I tried to make them as fair as possible @_@) Please keep them in mind as you're filling them out. Normally, I'd have a language section, but the chip took care of that - if you'd like him to speak your character's language to them proper, he totally can, just ask. He cannot ever nor could he ever control animals, so that's totally out of the question.
if you have any questions at all plz ask.
Feel free to make one big comment for all your characters!

Date: 2011-11-26 01:44 pm (UTC)CHARACTER NAME: Vriska Serket
-EMPATHY: Definitely.
-TELEPATHY PROPER: I'll certainly allow free reign, but I'm not sure how his power would work on alien brains. They seem to be of sufficiently different chemistry to affect Vriska's own mental powers on humans, so maybe it works the other way too? ...Then again, he's Charles Xavier, I'm pretty sure he wrote the book on mind bullets.
-LANGUAGE: English and Alternian, but she's gone so native that she's practically all English nowadays. Still, if he wants to freak her out with sudden Alternian or something, he's allowed.
-HISTORY/MEMORIES: She'd hate it if she found out which of course means full permission.
-NOTES: Like I said, Vriska's got mind powers of her own. Mostly on the control side, though her influence on humans seems to be limited to putting them to sleep. (Story's unclear specifically, but I've been going with brain chemistry differences.) She barely uses her powers anymore anyway, but it still might be something Charles could pick up on.

Date: 2011-11-26 04:20 pm (UTC)He'd definitely pick up on the ability to control, that's for sure - he's just drawn to telepaths, imagine that - but as for telepathy proper it might be difficult. Maybe .... hmmm.
Maybe he can read her mind (and maybe we can make this "canon" for the whole cast) - but it takes a lot of effort, besides catching little snippets here and there. He has to learn how to navigate each troll caste's brain while in the game, because it's kind of foggy to him and sort of a complicated telepathic maze, and they're all wired differently based on blood colour?
Like, standing next to her and hearing thoughts that jump out at him is easy, just natural, but actually trying to hear what she's thinking means he has to concentrate a lot and takes a lot of practice. Does that sound good?
I'm sure during black-collar stuff it'd be easier, but not simplistic even then; he'd also definitely feel her trying to use him and sway her off to the side, or maybe bounce it back towards her, but he wouldn't be able to control her proper. We could make it that his attempts only half-work for maximum lulz or we could do it that he's simply unable to, and trying means she or he or they both pass out? I could swing either way, really. I'm also okay with him only being able to make her see certain things, but they'd be faulty because of the chemistry differences and she'd be able to tell pretty early on that they weren't real... SO MANY POSSIBILITIES
sorry for the tl;dr. XD also, THAT'S MIND BULLETS, KYLE!!

Date: 2011-11-26 08:20 pm (UTC)As for making her see things, it might actually traumatize her if he goes too overboard with it (long story, but if he goes memory probing I'll fill you in), so naturally I'm gonna give you full permission on that front, too.
I don't really know what else to say? I mean, it's really up to your discretion how you want to handle this, because I'm going to be cool with pretty much everything. The things you've come up with are good ideas and work for me (you know, expending extra effort to deal with the alien brain thing), but it's not up to me to make decisions for the entire cast.
I mean, I'm no Wonderboy or anything.
